As new transport assistance applications are entered into STS, an attempt is made to link the application to an existing student [UC062].   If an appropriate student record is not found, a new one is created and linked to the application.   If it turns out that the student qualifies for assistance, the student is assigned to a Daily Bus Route (version) whenever possible (through the application confirming his/her eligibility).

If the caregiver is to be paid a Conveyance Allowance for that student (possibly one of several students in the family eligible), a Conveyance Allowance Contract Schedule is automatically created for that student.   The contract, however, is with the Caregiver.   If a contract already exists for that caregiver [UC063], the new schedule is added.   If this is the first Conveyance Allowance for the caregiver, that person needs to be added first as a Provider (who will be receiving payments via the accounts payable system).   Having created a Provider record, STS can now create a Conveyance Allowance contract for that provider.   With this contract in place, the schedule that represents the student can finally be added.
