Description

Describes the calculation method for a student daily conveyance allowance based on the distance the student lives from his/her enrolled school or nearest school bus stop.   Taken into account are other students being given a conveyance allowance awarded to the same caregiver.   When more than one student is involved, the maximum allowance can be less (depending on distance) than the sum of single student maximums.

Rule

The Conveyance Allowance is based on the following information:

NOTE:   Typically the situation will be one caregiver, one student, and therefore a single KM value.  But this business rule takes into consideration both different numbers of students for the same caregiver, and cases where the distances involved are different (e.g., one or more students attending a primary school and one or more students attending a secondary school).  Also, it is not necessary that the applications for the different students be processed together.   Each time one is processed, STS will take into account the combined set of students and distances.

  1. The greatest conveyance allowance distance is first reduced by the unpaid distance (e.g., 2.4 Kms)
  2. The result is rounded to the next whole KM (e.g., 10.5 Km - 2.4 Km = 8.1 Km rounded up to 9 Kms)
  3. This value is multiplied by 4 to give the Km traveled per day (distance from home and return, morning and afternoon).   E.g., 9 Km times 4 = 36 Km per day.
  4. The distance traveled per day is multiplied by the per KM rate giving a per day dollar amount (e.g., 36 Km per day times $0.27 per KM = $9.72 per day)
  5. The per day dollar amount is divided by the number of students giving the per student allowance (e.g., $9.72 per day divided by 2 students = $4.86 per student amount)
  6. If the per student amount is greater than the allowance daily limit then the daily limit is the Conveyance Allowance Amount given per student.   Otherwise, the [calculated] per student amount is used.   E.g., $4.86 is greater than $4.72 so the limit, $4.72 per student is used.

Additional Examples

7 5 - 2.4 = 2.6; rounded up = 3; times 4 = 12; times 0.27 = $3.24; divided by 1 student = $3.24; $3.24 is less than $4.72 therefore the conveyance allowance amount (per student) is $3.24 (total $3.24 per day for the family)

8 20 - 2.4 = 17.6; rounded up = 18; times 4 = 64; times 0.27 = $17.28; divided by 3 students = $5.76; $5.76 is more than $4.72 therefore the conveyance allowance amount (per student) is $4.72 (total $17.28 per day for the family)

9 3.4 - 2.4 = 1; rounded up = 1; times 4 = 4; times 0.27 = $1.08; divided by 2 students = $0.54; $0.54 is less than $4.72 therefore the conveyance allowance amount (per student) is $0.54 (total $1.08 per day for the family)
